Federal Programs and External Funding​

WISD staff work together to ensure grants and programs are applied for, awarded to, and kept within guideline compliance. This process includes identifying grants and programs in which the district, campus, groups, or individual students qualify for and can potentially receive to enable further academic success. ESSA (Every Student Succeeds Act)

Support to ensure WISD provides a quality education to all students, and to ensure the achievement of students experiencing poverty, students of recognized minority status, students who receive special services, and students with limited English proficiency.

The following are ESSA related grants that WISD was awarded:

  • 2023-2024 ESSA Consolidated Federal Grant Application (amount awarded: $330,793)

  • 2022-2023 ESSA Consolidated Federal Grant Application (amount awarded: $341,067)

ESSER (Elementary and Secondary School Emergency Relief)

The intent and purpose of the American Rescue Plan (ARP) of 2021, ESSER III funding is to help safely reopen and sustain the safe operation of schools and address the impact of the coronavirus pandemic on students.​ Click here for documents.

The following are ESSER related grants that WISD was awarded:

  • 2020-2023 ARP ESSER III Federal Grant Application (amount awarded: $614,157)

  • 2020-2022 CRRSA ESSER II Federal Grant Application (amount awarded: $918,097)

Homeless Federal Grant

  • 2021-2024 ARP Homeless II Federal Grant (amount awarded: $7,870)

Instructional Materials Allotment

Senate Bill 6 from the 82nd Texas Legislature, created an instructional materials allotment (IMA) for the purchase of instructional materials, technological equipment and technology-related services.  The Office of Federal Programs and External Funding is responsible for purchasing these materials.

Perkins

The Perkins Act aims to provide learners across the United States with opportunities to develop skills in every CTE career cluster and support students in earning certifications that will help them in their professional careers. The objective of the current version of the Perkins Act is to help educators reimagine CTE and offer new and expanded learning opportunities for the next generation of students in secondary education.

The official title of this grant:

  • 22-23 Perkins V: Strengthening Career & Technical Education for the 21st Century (amount awarded: $18,568)

SPAT (Silent Panic Alert Technology)

The purpose of these funds is to provide grant funds to local educational agencies (LEAs) to purchase silent panic alert technologies for campuses as a measure of school safety.

The official title of this grant:

  • 2022-2024 Silent Panic Alert Technology (SPAT) Grant (amount awarded: $7,619)

SSSF (School Safety Standards Formula)

Assists local educational agencies (LEAs) in meeting the Chapter 61, Sub-chapter CC, 61.1031 of Commissioner's Rules and to include other security related costs like metal detectors, cameras, and monitoring tools such as those allowed under the school safety allotment, the Senate Bill 500 school safety and security grant, and the silent panic alert technology grant.

The official title of this grant:

  • 2022-2025 School Safety Standards Formula Grant (amount awarded: $185,491)

TCLAS (Texas COVID Learning Acceleration Supports)

Texas COVID Learning Acceleration Supports (TCLAS) is a set of funding and targeted supports available to Local Education Agencies (LEAs) to accelerate student learning in the wake of COVID-19, utilizing state and federal funds.  Click here for documents.

  • 2021-2024 Texas COVID Learning Acceleration Supports (TCLAS) (amount awarded: $849,294)

Title IX

Warren ISD prohibits discrimination, including harassment, against any employee on the basis of race, color, religion, sex, gender, national origin, age, disability, or any other basis prohibited by law. Title IX states that: No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.

In compliance with the requirements of Title IX, 34 C.F.R. § 106.45 (b)(10), Warren ISD has provided required training to all Title IX personnel including the District’s Title IX Coordinator(s), Investigator(s), Decision-Maker(s), and Facilitator(s) in Fall 2020.
